Sandpiper Startup Delayed Until 2019

Enbridge Energy Partners plans to push back start-up dates for its proposed Sandpiper pipeline and a replacement for its existing Line 3 pipeline until 2019, because of a court-ordered environmental review.

The Minnesota Court of Appeals ruled in August that Sandpiper requires a full environmental impact statement before the state can grant a certificate of need.

The Sandpiper would carry North Dakota crude oil though northern Minnesota to a terminal in Superior, WI. The Line 3 carries Canadian crude and its replacement would run along a portion of the Sandpiper route. The Line 3 project would double capacity to 760,000 bpd.

Sandpiper, a joint venture between Enbridge Energy Partners and Williston Basin Pipe Line, previously announced startup would take place in 2017.
