Supplemental Open Season Launched for Red Oak, Liberty Pipelines

(P&GJ) – Phillips 66 and joint-venture partners Bridger Pipeline and Plains All American announced a supplemental open season seeking additional crude oil transportation commitments for joint service on the planned Red Oak and Liberty pipelines from production areas in the Rockies and Bakkan to Cushing, Okla., and multiple locations along the Texas Gulf Coast.

Both of the systems are underpinned with long-term shipper volume commitments and are expected to begin service as early as the first quarter of 2021, pending regulatory approvals and permits.

Liberty Pipeline is being constructed by a 50/50 joint venture of Phillps 66 and Bridger to provide crude oil transportation service from Guernsey, Wyo., to Cushing, Okla. The 24-inch Liberty Pipeline was designed as a 1,350-mile project with a capacity of 350,000 bpd.

Red Oak Pipeline, a 50/50 joint venture of Phillips and Plains All American, will provide access to Gulf Coast destinations, including Houston, Corpus Christi and Ingleside, Texas. It was designed as a 650-mile project with a capacity of 400,000 bpd.

Interested parties will be required to execute a confidentiality agreement to govern the receipt of the supplementary open season documentation.
