Texas LNG Selects Kiewit for In-State Module Fabrication at Brownsville Export Project

Glenfarne’s Texas LNG project has selected Kiewit Offshore Services to fabricate liquefaction modules in Texas, aiming to reduce costs, mitigate supply risks and support U.S. manufacturing.

(P&GJ) — Glenfarne’s Texas LNG project in Brownsville has selected Kiewit Offshore Services to fabricate key liquefaction, pretreatment and pipe rack modules in Texas, as developers look to reduce costs and limit supply chain risks ahead of a final investment decision.

The work will be performed at Kiewit’s Ingleside, Texas facility, positioning fabrication close to the project site and avoiding potential challenges tied to overseas manufacturing, including tariffs and shipping constraints.

The announcement follows the recent execution of an engineering, procurement and construction (EPC) agreement between Glenfarne and Kiewit Energy Group, marking continued progress toward a targeted final investment decision in the second quarter of 2026.

Project developers said in-state fabrication is expected to improve cost certainty and execution by limiting exposure to global logistics risks, including heavy-lift transport and Panama Canal transit.

“Derisking module supply via U.S. fabrication avoids tariffs, geopolitical risks, heavy-lift shipping, Panama Canal transit, and helps ensure quality control. We had the option to go offshore, but this decision is an investment in predictability and quality. We are giving back to the state that has supported this project so much and are proud to have Texas and U.S. craft labor fabricate our modules. It’s only fitting that Texas LNG has its modules fabricated in Texas.”

The decision to select Kiewit’s yard for Texas LNG’s liquefaction modules was easy particularly with the facility’s proven success and experience constructing and fabricating complex structures for other vital energy infrastructure projects.”

Texas LNG remains one of several U.S. export projects advancing toward FID as developers look to expand capacity amid growing global demand for liquefied natural gas.
