Phillips 66, Kinder Morgan Launch Second Open Season for Western Gateway Pipeline

Phillips 66 and Kinder Morgan have launched a second open season for the Western Gateway refined products pipeline, offering remaining capacity and expanded access to Phoenix, Las Vegas and Southern California markets.

(P&GJ) — Phillips 66 and Kinder Morgan have opened a second open season for the proposed Western Gateway Pipeline, offering remaining capacity and expanded market access for shippers.

The new open season follows an initial offering that closed in December and drew significant shipper interest, including binding commitments, the companies said.

The second open season targets uncontracted capacity and adds new access to the Los Angeles market through a joint tariff tied to the planned reversal of one of Kinder Morgan’s existing SFPP pipeline segments between Watson and Colton, California. Additional origin points are also being introduced to provide greater supply diversification and routing flexibility.

The open season begins Jan. 16, 2026, at noon CT and will close March 31, 2026, at noon CT.

Western Gateway is planned as a refined products pipeline system combining new construction and existing assets. The project includes a new-build pipeline from Borger, Texas, to Phoenix, Arizona, paired with Kinder Morgan’s existing SFPP pipeline from Colton to Phoenix, which would be reversed to allow east-to-west product flows into California.

Supply would be sourced from Borger and other origin points connected to the Midcontinent. As part of the project, Phillips 66’s Gold Pipeline, which currently transports refined products from Borger to St. Louis, would be reversed to move Midcontinent refinery supply back toward Borger to feed Western Gateway.

Once completed, the system would connect Midwest and other refinery supply to Phoenix and California, with access to Las Vegas via Kinder Morgan’s CALNEV Pipeline and to the Los Angeles market through the reversed SFPP segment between Watson and Colton.
