Phillips 66, Kinder Morgan Advance Western Gateway Pipeline After Open Season

Phillips 66 and Kinder Morgan are advancing the Western Gateway Pipeline after securing shipper commitments, aiming to boost refined products supply to Arizona and California.

(P&GJ) — Phillips 66 and Kinder Morgan are moving forward with the proposed Western Gateway Pipeline after securing sufficient shipper commitments during a recent open season, advancing plans to move refined products from the Midwest and Gulf Coast to markets in the Southwest and West Coast.

The project is designed to connect supply from Borger, Texas, to Phoenix, Arizona, with further access to California and Las Vegas markets through existing infrastructure. The system will combine new pipeline construction with the use and modification of existing assets, including reversing portions of Kinder Morgan’s SFPP pipeline and Phillips 66’s Gold Pipeline to enable westbound flows.

Executives from both companies said the level of shipper interest reflects growing demand for additional fuel transportation capacity into Arizona and California.

“Customer response during the open season underscores the need for additional refined products logistics in the region,” said Phillips 66 Chairman and CEO Mark Lashier. “The project is expected to improve supply flexibility and reliability for West Coast markets.”

Kinder Morgan CEO Kim Dang said the project leverages existing infrastructure to support expansion into key markets.

“We’re using our existing pipeline network across multiple states to support a refined products transportation solution for Arizona and California,” Dang said.

The Western Gateway Pipeline would transport fuel supplies from Midwest and Gulf Coast refineries into western markets, where demand has increased alongside tightening regional supply conditions.

The companies said the project remains subject to final agreements and approvals, with an in-service target of mid-2029.
