Phillips 66/Energy Transfer JV To Build Pipelines

Phillips 66 has formed a joint venture with Energy Transfer Partners LP to develop the Dakota Access Pipeline (DAPL) and Energy Transfer Crude Oil Pipeline (ETCOP) projects.
