Alaska LNG Project Still Hinges on North Slope Producers

The proposed Alaska LNG project ultimately depends on the participation of North Slope producers and calls for greater transparency on their role before additional legislation advances.

(P&GJ) — The long-term success of the proposed Alaska LNG project may depend less on financing than on whether the state's largest North Slope producers choose to play a larger role, according to an opinion piece published by the Alaska Beacon.

As reported by the Alaska Beacon, ExxonMobil, ConocoPhillips and Hilcorp Alaska control the natural gas resources needed for the project and possess the financial, technical and commercial capabilities required to develop a project of Alaska LNG's scale. The commentary argues that, despite the project's public-private structure, those producers remain in a position to influence whether the project ultimately moves forward.

The article notes that the companies have signed confidential gas sales precedent agreements to supply gas to Alaska LNG, but the terms of those agreements have not been disclosed. It also points to previous North Slope gas pipeline proposals in which producers sought long-term fiscal certainty, tax incentives and regulatory stability before committing to development.

According to the Alaska Beacon, ExxonMobil introduced the Alaska Gasline Development Corp. (AGDC) to private developer Glenfarne in 2025, and the current project structure would still allow North Slope producers to assume a larger ownership or development role in the future if they choose.

The commentary argues that lawmakers should seek greater transparency before advancing legislation tied to the project, including clarification of the producers' expected role, any fiscal terms they may seek from the state and the potential financial risks for Alaska.
