Senate Bills Seek Tougher Great Lakes Pipeline Standards

DETROIT (AP) — Legislation proposed in the U.S. Senate would toughen liability standards for oil pipelines crossing the Great Lakes. The measure is part of a package introduced Wednesday by Sens. Gary Peters and Debbie Stabenow of Michigan. They say the bills are intended to boost safety of pipelines in and near the lakes. That includes Line 5 operated by Enbridge and running beneath the Straits of Mackinac. The Pennsylvania Department of Environmental Protection today announced it will open a comment period on May 27, 2017 and hold four public hearings for feedback on the earth disturbance (Chp. 102) and waterway and wetland encroachment (Chp.105) permit applications submitted by Williams  Companies for the proposed Atlantic Sunrise Pipeline Project. The proposed pipeline would run through northeast and central Pennsylvania and would connect natural gas-producing regions in northeastern Pennsylvania to markets in the Mid-Atlantic and southeastern states. Iraq Could Make Or Break The OPEC Deal

The markets are betting that the OPEC extension is all but guaranteed after Saudi Arabia and Russia announced their intention to support a nine-month extension. Nebraska Commission Sets O’Neill Hearing for Pipeline Review

O’NEILL, Neb. (AP) — A state commission that will decide whether to approve the Keystone XL oil pipeline’s route through Nebraska has scheduled a one-day public hearing in northern Nebraska’s Holt County. The Nebraska Public Service Commission says the hearing will run from 1 to 8 p.m. June 7 at the O’Neill Community Center in O’Neill. Few Pipeline Inspections Reported After Fatal Colorado Gas Blast

DENVER (AP) — Colorado regulators say few energy companies have reported the results of state-ordered inspections of oil and gas pipelines after a natural gas explosion killed two people. Colorado Oil and Gas Conservation Commission Director Matt Lepore warned Tuesday the state could order operators to shut down wells connected to pipelines that haven’t been checked by the deadline. The commission ordered inspections and tests of pipelines within 1,000 feet (300 meters) of buildings after the April 17 explosion in the town of Firestone. Texas Gov. Reauthorizes Oil and Gas Regulator for Another 12 Years

Texas Gov. Greg Abbott has signed House Bill 1818, which reauthorizes the Railroad Commission of Texas, the state’s oil and gas regulator, to operate for another 12 years. A committee of lawmakers, known as the Sunset Commission, oversees reviewing the agency. In 2016, the Railroad Commission had its third Sunset review since 2010, after numerous attempts to alter the agency failed to get through the Texas Legislature. Louisiana Utility Regulator to Head Offshore Drilling Agency

BATON ROUGE, La. (AP) — A Louisiana state utility regulator has been tapped to lead an energy oversight agency for President Donald Trump’s administration. Scott Angelle, a member of Louisiana’s Public Service Commission, has been named director of the U.S. Interior Department’s Bureau of Safety and Environmental Enforcement. Uganda, Tanzania Reach Pipeline Construction Agreement

Uganda and Tanzania have signed an agreement to proceed with construction of the East African Crude Oil Pipeline, a $3.55 billion, 897-mile pipeline that will transport crude oil between the two countries. “This project will benefit Uganda and Tanzania,” Ugandan President Yoweri Museveni said. It is a realization of the economic and social development of the country. Lawsuit Dismissed Against Pipeline Construction Project Protesters

BISMARCK, N.D. (AP) — A federal judge has dismissed a lawsuit from the developer of the Dakota Access oil pipeline against Standing Rock Sioux Tribal Chairman David Archambault and four others. Dakota Access LLC filed the complaint last year against Archambault and others, seeking restraining orders and monetary damages. West Virginia Senators Push for Appalachian Natural Gas Hub

CHARLESTON, W.Va. (AP) — West Virginia’s U.S. senators are urging federal officials to consider building a major natural gas storage and distribution hub in the Appalachian region.
