North Dakota Lawmakers to Consider Oil and Gas Industry Rules

BISMARCK, N.D. (AP) — A set of revised administrative rules governing the oil and gas industry in North Dakota will go to lawmakers next month for final approval. The Bismarck Tribune (http://bit.ly/2eZNIDZ ) reports North Dakota Industrial Commission members in June unanimously agreed to the set of proposed rules governing pipelines, site berms and bonding. The rules must still pass the Legislature’s Administrative Rules Committee on Dec. 5. If approves, they would go into effect Jan. 1. Department of Mineral Resources Director Lynn Helms says the rules are rigorous and raise standards. Among the changes is […]

Record Earthquake Threatens Oil and Gas Industry in Oklahoma

October 2016, Vol. 243, No. 10

A 5.6-magnitude earthquake shook Oklahoma northwest of Tulsa on Sept, 3, enough to rank it as among one of the state’s most powerful on record. The earthquake could shake more than just houses and buildings in the region – the latest tremor could upend one of Oklahoma’s most important industries. Oklahoma is not traditionally known as one of the country’s most seismically active areas, but the frequency of earthquakes has skyrocketed in recent years. Last year, Oklahoma recorded 2,500 earthquakes with a magnitude of 2.5 or greater. That is up dramatically from just three quakes...

Energy Forecasts Show Urgent Need for Canadian Oil Pipelines

September 2016, Vol. 243, No. 9

Forecasted growth in Canadian oil production shows new major oil pipelines are urgently needed to deliver energy to domestic and world markets, the Canadian Association of Petroleum Producers (CAPP) announced in its 2016 Crude Oil Forecast, Markets and Transportation report. CAPP’s report offered a 15-year outlook for total Canadian crude oil production and Western Canadian crude oil supply. Canadian and regional U.S. refining market demand for this supply is examined along with an update on the transportation projects that could deliver this supply to both new and traditional markets. The report also examines the impact...

Energy Opportunities Abound in South America

September 2016, Vol. 243, No. 9

This is an overview of one the world’s most important oil producing regions. South America is the fourth-largest continent (6,890,000 square miles) and is rich in natural resources that include gold, silver, copper, iron ore, tin, natural gas and oil. Collectively, the nations of South America produce 6 MMbopd and several of these producers have emerged as important exporters to the United States and other global markets. Although the peoples and nations of this part of the Western Hemisphere are often referred to as Latin America, our worldview is better informed by geology and the...

Lack Of Pipelines Continues To Dog Canada’s Oil Industry

Canadian oil companies have struggled for years to build enough pipeline capacity to get their oil out of landlocked Alberta, and more than a handful of proposed projects have been stifled by intense opposition from people living in affected areas. Still, the industry is applying a lot of pressure on the Canadian government to allow them to build an outlet out of Alberta. Bloomberg reports that Prime Minister Justin Trudeau is keen on approving at least one major pipeline in his first term. The leading candidate is the Trans Mountain Expansion, a project proposed by […]

New York Regulators Order Full Environmental Review for Pilgrim Pipeline

ALBANY, N.Y. (AP) — New York state regulators say a proposed dual pipeline from Albany to New Jersey oil refineries requires a full environmental review. The Department of Environmental Conservation and the Thruway Authority announced its finding Wednesday, saying the Pilgrim Pipeline project has the potential for significant adverse impact on the environment and communities. The pipelines would carry North Dakota crude oil to New Jersey refineries and return gasoline and other fuels to Albany. Connecticut-based Pilgrim Holdings LLC says it’s a safer alternative to Hudson River barge transport. Environmental groups and numerous communities oppose […]

API: EPA Methane Regs Inconsistent with US Success in Emissions Reductions

The dramatic resurgence of the United States as an energy superpower has provided tremendous economic and environmental benefits, API Upstream Director Erik Milito testified during a House Committee hearing on the Environmental Protection Agency’s methane regulations. “Thanks to industry efforts over the past several decades, the United States is leading the world in reducing emissions – down to near 20-year lows – all while energy production has been going up significantly,” said Milito. “Despite our industry’s success in reducing methane emissions, the EPA and several other agencies continue to seek duplicative regulations that will impose […]

Alberta’s Cap on Oilsands Emissions Will Cost Billions With Little Effect on Greenhouse Gases

Capping carbon emissions in Alberta’s oilsands will leave hundreds of billions of dollars in the ground while doing very little to reduce greenhouse gases, finds a new study released today by the Fraser Institute. The study, How Alberta’s Carbon Emission Cap Will Reduce Oil Sands Growth, estimates the provincial government’s proposed cap of 100 megatonnes of emissions will significantly reduce the industry’s production potential by more than three billion barrels of oil cumulatively between 2025 and 2040. That will cost the economy more than $250 billion in lost production over the same time period, and […]

API Files Suit Against EPA’s Final Oil and Natural Gas Sector Rule

API filed a lawsuit Tuesday with the D.C. Circuit Court challenging the Environmental Protection Agency’s (EPA) final oil and natural gas sector rule calling for emission standards for new, reconstructed, and modified sources. Specifically, API challenges the EPA’s failure to adhere to the specific limitations provided by the Clean Air Act on the way the agency can develop regulations. “The industry continues to lead the way on emissions reductions because it is good for the environment and good for business,” said API Managing Counsel John Wagner. “Even as oil and natural gas production has risen dramatically, carbon […]

Erskine Production Resumes Following Pipeline Blockage

Serica Energy has resumed oil and gas production from the Erskine field following the clearance of a pipeline blockage and the completion of scheduled maintenance works on the Lomond platform. The pipeline blockage, which occurred earlier this year in the Lomond to Everest condensate export line, was caused when a foam cleaning device known as a pig became lodged in the pipeline due to a build-up of wax. Successful clearance procedures included pressure pulsing using diesel from both ends of the pipeline and latterly the injection of a wax solvent. The field then remained shut-in to […]
