CF Industries, JERA, Mitsui to Build $4 Billion Low-Carbon Ammonia Plant in Louisiana
(P&GJ) — CF Industries has formed a joint venture with Japan’s JERA and Mitsui & Co. to build a $4 billion low-carbon ammonia production facility at the company’s Blue Point Complex in Louisiana. The facility will use autothermal reforming (ATR) and carbon capture technologies, and is expected to begin production in 2029.
Ownership of the joint venture will be split among CF Industries (40%), JERA (35%), and Mitsui (25%). JERA has a conditional option to reduce its stake to as low as 20% by the end of 2025.
The plant will have a nameplate capacity of 1.4 million metric tons annually, making it the world’s largest ammonia production facility by capacity. The project includes infrastructure to capture and sequester up to 2.3 million metric tons of CO₂ each year.
CF Industries will build and operate supporting infrastructure at the site, investing $550 million in product storage, loading facilities, and services. The company will also be responsible for the plant’s operations and maintenance.
CO₂ captured from the production process will be transported and sequestered by 1PointFive, a subsidiary of Occidental, at its Pelican Sequestration Hub in Louisiana.
The joint venture expects to qualify for U.S. tax credits under Section 45Q for carbon sequestration. Engineering and fabrication will be led by Technip Energies, with Topsoe providing the ATR ammonia process technology.
Pre-construction and engineering work will begin in 2025, with construction starting in 2026.
