688-Mile Summit Carbon Pipeline Project Approved for Construction by Iowa Regulators

(P&GJ) — Summit Carbon Solutions, LLC (Summit Carbon) has received a construction permit to build, maintain, and operate the Midwest Carbon Express, a 688-mile pipeline spanning 29 counties in Iowa.
The line would cross five states and capture emissions from 57 ethanol plants. Summit wants to break ground next year and begin operations in 2026.
The Iowa Utilities Board (IUB) conducted an extensive review process over 34 months, including 33 public meetings and receiving approximately 50,000 pages of testimony and exhibits. The process culminated in a 25-day public hearing held in Fort Dodge, Iowa, from August 22 to November 8, 2023.
On June 25, the IUB issued its Final Decision and Order in Docket No. HLP-2021-0001, granting Summit Carbon the right to proceed with the pipeline project. The Board determined that the project would serve the public convenience and necessity, allowing Summit Carbon to exercise eminent domain over 859 parcels. Conditions attached to the permit include compliance with specific construction methods and maintenance of a $100 million insurance policy.

Despite partial concurrences and dissents from Board Chair Helland and Board Member Byrnes concerning certain conditions and route approvals, the Board affirmed the project's overall benefit to the public interest.
Summit Carbon is now preparing final compliance filings and anticipates beginning construction pending regulatory approvals.
