Rosen Group announced that industry expert Tom Dubern has joined its Aberdeen consultancy team to expand the support it provides to North Sea operators. Dubern joins Rosen following 11 years at Repsol Sinopec (previously Talisman UK) and has more than 25 years’ experience in subsea and pipeline design engineering and verification. Rosen’s design and verification capabilities include advanced subsea design and compliment their existing operational integrity management and specialist integrity assessment capabilities, the company said. Its expert team in Aberdeen is supported by teams in Edinburgh, Newcastle and over six global locations.

James Danly was named Chairman of the Federal Energy Regulatory Commission, replacing Neil Chatterjee, who continues to serve as a commissioner. Danly joined FERC as general counsel in 2017, and has served as a commissioner since March 2020. Prior to joining the Commission as counsel, he was a member of the energy regulation and litigation group at Skadden, Arps, Slate, Meagher and Flom LLP. Danly is a former U.S. Army officer who served two tours in Iraq, receiving a Bronze Star and Purple Heart. He graduated from Vanderbilt University Law School and holds a bachelor’s degree from Yale University.

Delfin Midstream announced that Oscar Spieler has joined as executive chairman of the board. Spieler has had a long executive career in LNG, shipping, offshore energy, and green energy industries, including as CEO at Golar LNG, Frontline and Sea Production, and as chairman of Quantafuel. Spieler has board experience at numerous companies, including Offshore Merchant Partners, Energy Drilling, Jasper Investments, Archer, Avenir LNG, North Atlantic Drilling and Sealift.

Quality Companies, the global offshore and onshore construction, fabrication, electrical and instrumentation company, has appointed Richard C. Leal to manage new business development in the refinery, chemical, power plant and oilfield sectors. Leal will serve the Houston, Ingleside, Corpus Christi, San Antonio and lower South Texas areas.

LLOG Exploration Company announced that Eric Zimmermann has been promoted to chief operating officer (COO), replacing Rick Fowler, who retired. Zimmermann, who joined the company in 2007, previously worked at BP and Dominion. He holds bachelor of science and master of science degrees in geology from Louisiana State University.

AVANGRID appointed Kim Harriman as vice president, State Government and Public Affairs. Prior to joining AVANGRID, Harriman served as senior vice president for Public and Regulatory Affairs at the New York Power Authority.
