Armstrong Retains Williams CEO Position Despite Upheaval Just days after losing a bitter court fight to merge with Energy Transfer Partners, The Williams Companies announced July 1 that Frank T. MacInnis was immediately stepping down as chairman of the board of directors for personal reasons.
